Cycling is smart but some cyclists need to get smarter

Bicycles are an increasingly popular, affordable and practical transportation option. Many cities are making life easier for cyclists by building separated lanes, implementing bike-share programs and introducing regulations to reduce conflict between bikes and cars. You can now find bicycle sharing in 500 cities in 49 countries, including Beijing, Montreal, Chicago, Paris and Mexico City.

In my home city of Vancouver, we’re still waiting for a planned sharing program, but cycling is the fastest-growing transportation mode here, jumping by 40 per cent since 2008, from about 47,000 to 67,000 daily trips. This is mainly thanks to an ever-expanding network of bike lanes and routes.

The personal and societal benefits of getting out of your car and onto a bike are well-known: better mental and physical fitness and reduced health-care costs, less pollution and greenhouse gas emissions, often speedier commutes and significant cost savings, to name a few. Studies also show the exercise benefits of cycling exceed negative health effects from pollution and injury.

Still, despite the many arguments in favour of cycling, increased infrastructure always incites criticism – most of it unwarranted. And the behaviour of some cyclists doesn’t help.

Let’s consider some claims from opponents. Two main ones are that bicycling initiatives hurt local businesses and impede car traffic. Numerous studies show the opposite is often true: over the long term, business usually improves and car traffic is reduced. When bike lanes do affect car-commuting times, it’s often by a small amount.

Research by the New York City Department of Transportation found retail sales increased 49 per cent along Ninth Avenue after a protected bike lane was built, compared to just three per cent for the rest of Manhattan. A Toronto study focused on Bloor West Village found far more customers arrive by foot, bike or transit than by car and “visit more often and report spending more money than those who drive.”

As for impacts on car commuting, bike lanes often have a negligible or even positive effect. More people cycling means reduced car traffic – the real cause of gridlock and slowdowns. Not everyone can use a bike and sometimes cycling isn’t practical. But as people opt for alternatives to cars, the roads open up for those who must drive. A study by Stantec Consulting Ltd. found Vancouver drivers thought it took them five minutes longer to travel along a street with a new bike lane, but it actually took from five seconds less to just a minute and 37 seconds more.

Studies around the world also show that bike lanes have significantly reduced accidents involving cyclists, as well as the incidence of speeding cars.

But if we really want to increase safety for cyclists – and pedestrians and motorists – we all need to take responsibility for our behaviours. People navigating on foot must be aware of surrounding bikes, buses, cars and other people and not wander with their eyes fixed on electronic devices. Car drivers need to follow road rules and be more aware of cyclists and pedestrians. Some cyclists just need to be smarter.

A lot of criticism of the growing number of cyclists in cities is valid: too many blast through stop signs, don’t give pedestrians the right-of-way, refuse to signal turns, ride against traffic, don’t make themselves visible enough and use sidewalks. Many seem to have a sense of entitlement compelling them to ignore laws. It doesn’t take much to learn and follow the rules, and investing in proper gear – including lights and reflectors – is absolutely necessary. You’ll not only be safer; you’ll also be less likely to anger motorists, pedestrians and fellow cyclists.

Some jurisdictions have resorted to increased regulations and penalties to make cycling safer and to reduce conflicts between cyclists and drivers. In Chicago, bike riders face increased fines for disobeying traffic laws, as do motorists who cause bike accidents. The fine for “dooring” a cyclist (opening a vehicle door without looking and hitting a bike) doubled from $500 to $1,000.

There’s really no doubt: anything that increases bicycle use, from separated lanes to bike-sharing programs, makes cities more liveable and citizens healthier. Cyclists must do their part to build support for initiatives that make cycling easier, safer and more popular.

We ignore scientists at our peril – climate change deniers out in full force

It’s happening again. Research confirms agreement among most climate scientists that we are altering the Earth’s climate, mainly by burning fossil fuels. And industrial interests, backed by climate change deniers, pull out every trick to sow doubt and confusion. What will it take for us to start seriously tackling the problem?

For the latest study, investigators led by John Cook at Skeptical Science examined abstracts of 12,000 peer-reviewed papers on climate science. They also received comments from 1,200 scientists, who rated more than 2,100 full studies. In both cases, more than 97 per cent of studies that took a position on the causes of global warming said human activity is a primary factor. Less than one per cent rejected the consensus position. The results are consistent with previous research.

As expected, deniers are out in full force, many employing methods common to those who reject science. Medical scientists Pascal Diethelm and Martin McKee examined these tactics in the European Journal of Public Health: cherry picking, reference to fake experts, misrepresentation and logical fallacies, impossible expectations of what research can deliver and conspiracy theories. Deniers often rely on talking points spread by a handful of usual suspects, including Christopher Monckton in the U.K., the Heartland Institute and Anthony Watts in the U.S. and Friends of Science and Tom Harris in Canada.

The Alberta-based group was caught several years ago funnelling money – most from fossil fuel companies – through a “Science Education Fund” at the University of Calgary. It was used to create a disinformation campaign and video with Harris, who then worked with PR firm APCO Worldwide and now heads up an organization called (ironically) the International Climate Science Coalition, which rejects the scientific consensus on human-caused climate change. According to Desmog Blog, Friends of Science has misrepresented the recent survey, calling it “careless incitement of a misinformed and frightened public, when in fact the sun is the main driver of climate change; not human activity or carbon dioxide.”

Another recent misrepresentation concerns research by the U.K. Met Office, which deniers falsely claim shows the Earth hasn’t warmed for 17 years.

Science isn’t perfect, but it’s one of the best tools we have for understanding our place in the cosmos. When people around the world apply rigorous scientific method to study our actions and their impacts on the things that keep us alive and healthy – clean air, water, soil and biodiverse plants and animals – we must listen, not just about climate, but about a range of issues.

Many scientists are saying we’re creating serious problems – but we have solutions. A recent statement, “Scientists’ Consensus on Maintaining Humanity’s Life Support Systems in the 21st Century”, lists five major challenges: climate disruption, extinctions, loss of ecosystem diversity, pollution, and human population growth and resource consumption.

More than 2,200 have signed, stating, “As scientists who study the interaction of people with the rest of the biosphere using a wide range of approaches, we agree that the evidence that humans are damaging their ecological life-support systems is overwhelming.”

Some may claim this is “alarmist”. It is – because the situation is alarming. It goes on: “For humanity’s continued health and prosperity, we all – individuals, businesses, political leaders, religious leaders, scientists, and people in every walk of life – must work hard to solve these five global problems starting today.”

Many of the proposed solutions have long been advocated by people working in science, the environment and even business: conserving energy and reducing fossil fuel use; better ecosystem management through processes like natural capital evaluation; improved food production and distribution and waste reduction; regulating and preventing pollution; and stabilizing population growth through better education, health care, family-planning services, economic opportunities and women’s rights.

Humanity has changed direction before. When our tools become outdated, we invent new ones. It’s why in many countries, we no longer rely on slavery to maintain economies, we can all vote regardless of race or sex and we enjoy longer and healthier lives than before. Many systems we’ve invented don’t apply to current circumstances. We can and must change the way we act. That requires listening to scientists and those who are working on solutions, and not to the naysayers and deniers who would keep us stalled in a doomed spiral.

Great public transit makes for a great city

What makes a city great? Among other things, great cities are tolerant communities that welcome and celebrate ethnic diversity. They support and foster local arts, have access to venture capital to spur entrepreneurship and innovation, and benefit from healthy local environments with clean air, clean water and access to nutritious, locally grown food.

New York City is world class, not just because it’s a driver of global finance and a hotbed of cultural innovation; it’s also known for its green spaces, like Central Park and the award-winning High Line.

San Francisco is celebrated for its narrow streets, compact lots and historic buildings. These contribute to the city’s old-world charm, but they’re also the building blocks of a more sustainable urban form. They facilitate densification and decrease the cost of energy and transportation for businesses while improving walkability.

When it comes to urban sustainability, cities in the U.S. and Canada are employing innovative programs and policies to improve the health and well-being of residents and their local environments, like reducing waste and improving recycling (Los Angeles), containing urban sprawl (Portland), conserving water (Calgary) and passing policies to combat climate change (Toronto).

But most cities in Canada and the U.S. are lacking in infrastructure to move millions of people safely and affordably. With some notable exceptions, such as Vancouver and Calgary, no successful rapid transit infrastructure projects have been built in Canadian cities for decades.

A recent survey of urban experts and other “city-builders” across Canada – planners, municipal politicians, academics, non-governmental organizations, developers and architects – concluded the abysmal state of public transit is the Achilles’ heel of urban sustainability and is holding many cities back from achieving greatness.

Toronto residents spend more time battling congestion to get to and from work than in any other city in North America. This shouldn’t be a surprise, as successive governments have failed to sustain and expand transit systems, even though the region has grown by about a 100,000 new residents a year. Toronto now scores 15th of 21 on per capita investment in public transit among large global cities – well behind sixth-placed New York City, which spends twice as much.

This failure to address transit infrastructure is serious. The Toronto Board of Trade estimates congestion costs the economy $6 billion a year in lost productivity.

Furthermore, air pollution from traffic congestion is a major threat to public health, especially for our most vulnerable citizens, like children and the elderly. According to the Toronto Board of Health, pollution-related ailments result in 440 premature deaths, 1,700 hospitalizations, 1,200 acute bronchitis episodes and about 68,000 asthma-symptom days a year.

Fortunately, politicians are starting to respond. Ontario’s government plans to spend billions to expand its regional transit system in the Greater Toronto and Hamilton Area, under a plan called the Big Move. It’s also looking at new financing tools to ensure funding levels are adequate and continue into the future. But before we spend enormous amounts on improvements, we need to ensure projects contribute to a region-wide rapid transit network using the latest technology and adhering to the highest sustainability standards. They should also move the most people in the most cost-effective way.

That’s why a proposal to use diesel trains for the Air-Rail-Link plan to connect downtown Toronto with its international airport in Mississauga is concerning. A rapid transit link with the airport is long overdue, but heavy diesel trains emit particulates and other contaminants, including known carcinogens. The proposed rail line would be close to dozens of schools and daycare centres, several long-term care facilities and a chronic respiratory care hospital.

Numerous experts, including Toronto’s Medical Health Officer, have urged the Ontario government to abandon its diesel plan in favour of electric trains that could be better integrated into a region-wide rapid transit network.

Vancouver, San Francisco, Portland, Seattle and New York City have consistently ranked among the most livable cities on the continent, in part because they take the environment into account for planning decisions. They all have world-class public transit systems that move residents in a safe, affordable and sustainable way. It’s time for Toronto and its suburbs to do the same. Effective transit and transportation solutions can spur economic productivity, protect the environment and improve quality of life.

B.C. appears to be pinning its economic hopes on natural gas – much of it obtained by fracking. While the world should be turning from fossil fuels to cleaner energy and conservation, we’re poised to dig ourselves deeper into the climate-altering carbon hole.

Taking a cue from the liquidation-sale policies of the Alberta and federal governments, B.C.’s leaders want to get fossil fuels out of the ground, piped to the coast, liquefied and shipped to Asia or wherever they can find buyers, as quickly as possible. It’s a short-sighted plan based on outmoded thinking. In the long run, it’s not good for the economy or the environment.

Whether politicians believe fossil fuel supplies are endless or can only see as far as the next election, they’re selling out our future and leaving a shattered legacy for our kids and grandkids. To start, natural gas is not the clean-energy solution it’s touted to be. According to thePembina Institute, if only five of 12 proposed liquefied natural gas terminals were built on the B.C. coast, they could spew 63-million tonnes of carbon a year into the atmosphere – exceeding the amount now produced by the Alberta tar sands and equal to all of B.C.’s greenhouse gas emissions in 2010. Discharges of particulate matter and volatile organic compounds would also be significant new sources of pollution.

Liquefying the gas for export, which requires enormous amounts of energy, isn’t the only source of greenhouse gases. Leaks – or what the industry refers to as “fugitive emissions” – during drilling, extraction and transport are also concerns. Although the B.C. Environment Ministry claims just .3 to .4 per cent of gas escapes into the atmosphere, independent studies say it’s likely many times that amount.

According to an article in Nature, scientists from the U.S. National Oceanic and Atmospheric Administration and the University of Colorado in Boulder found leaks of methane – a greenhouse gas 20 times more potent than carbon dioxide – amounted to between four and nine per cent of total production at two gas fields in the U.S.

Even the economic benefits of the province’s LNG plans are suspect. Many analysts expect price corrections, and U.K. LNG expert Peter Hughes told the CBC the perceived windfall is “wishful thinking” because B.C. will have to compete with producers in places like Qatar, East Africa and Australia. Most of the money wouldn’t even stay in B.C., as many gas companies are from other provinces and countries. As for jobs, natural gas extraction, transport and production create relatively few compared to almost every other economic sector – including tourism, science and technology, health care, education and small business.

On top of that, hydraulic fracturing or fracking – shooting water, sand and chemicals at high pressure into the ground to shatter shale and release natural gas – has many other environmental consequences. It requires massive amounts of water, contaminates drinking water, damages habitat and ecosystems – even causes small earthquakes.

As well as seeing natural gas as an economic panacea, some argue it could be a “bridging fuel” – something cleaner than oil or coal to use while we make the transition to renewable energy. But it’s a hazard-strewn bridge, and subsidizing and investing in natural gas extraction and infrastructure without any real commitment to wean us off oil, coal and gas will only keep us on the fossil fuel road and discourage investment in clean energy and conservation.

The industry also relies on taxpayers’ money to subsidize it, through tax and royalty credits, and to provide water, roads and the massive amounts of energy required to liquefy the gas, perhaps from a new Site C dam on the Peace River. And fugitive emissions from gas operations are exempt from the carbon tax. If we are really “bridging” to reduce fossil fuels, why are we subsidizing companies for their carbon costs?

It’s time to invest our money and human resources in long-term, innovative ideas that will create good, lasting jobs, and ensure that we and our children and grandchildren continue to enjoy healthy and prosperous lives and that our spectacular “supernatural” environment is protected. We have abundant renewable resources and opportunities to conserve energy and lead the way in developing clean energy.

Big-picture Thinking Needed to Protect Nature

Few places on Earth have been untouched by humans, according to a study in the journal Science. Satellite images taken from hundreds of kilometres above the planet reveal a world that we have irrevocably changed within a remarkably short time.

Although industrial projects like the proposed Enbridge Northern Gateway pipeline or the recently defeated mega-quarry in Ontario typically grab the headlines and bring out public opposition, it’s often the combined impacts of a range of human activities on the same land base that threaten to drive nature beyond critical tipping points. Once those are passed, rapid ecological changes such as species extinction can occur.

For example, in British Columbia’s booming Peace Region, forestry, energy and mineral leases and licences are widespread and often multilayered in the same area. As various industries have exploited these “tenures”, a sprawling patchwork of large clearcuts, oil wells, dams and reservoirs, fracking operations and thousands of kilometres of seismic lines, roads and pipelines have come to dominate the landscape.

Today, more than 65 per cent of the region has felt the impact of industrial development, leaving little intact habitat for sensitive, endangered species such as caribou to feed, breed or roam. Degradation or destruction of habitat has convinced scientists that remaining herds in the region are no longer self-sustaining and are spiralling toward local extinction. First Nations, who have relied upon caribou as their primary source of food for thousands of years, can no longer hunt them. This is a clear violation of treaty rights.

This dire situation didn’t happen by accident or because of a laissez-faire approach to resource and land management. Numerous industries in the area have been operating legally and according to rules and regulations set by government.

But legal experts, such as those at the nongovernmental organization West Coast Environmental Law, believe a root cause of the problem lies in laws about land, resource and water management that are “hardwired” to fail communities and the environment. The narrow focus of those laws enables industries to operate in isolation from one another.

B.C., for example, has developed numerous individual laws, like the Forest and Range Practices Act, Oil and Gas Activities Act and Mines Act, alongside the regulated industries they enable. But the province lacks a legal framework to proactively and comprehensively manage the cumulative impacts of multiple resource industries operating within the same area.

Because of this, WCEL and its First Nations partners are engaged in a multi-year law reform project that aims to overhaul the way we currently oversee and regulate cumulative impacts, ranging from declining water quality that may arise as a result of multiple industries using a common resource, to emerging threats such as climate change.

A cumulative-impacts approach to governing resource development would upend the current management paradigm. It would focus on the management needs of the land, water, air, wildlife and indigenous communities that depend on them first, rather than the resources to be extracted. In practical terms, this would mean that, rather than focusing on what we should take from nature to create wealth and employment, we should first consider what must be retained in nature to sustain both wildlife and the well-being of local communities – such as clean air, safe drinking water and healthy local food.

At a recent symposium on managing the cumulative impacts of resource development in B.C., numerous speakers – from First Nations to academics to business leaders – stressed that effectively managing cumulative impacts will require new institutions and governance mechanisms, even new legal tools. More importantly, it will require our leaders to adopt a more proactive and holistic way of thinking about the world – one that recognizes that far from just being a place to extract resources like fossil fuels, timber and minerals, nature is our home. Nature provides our most fundamental needs and dictates limits to growth and so its protection should be our highest priority.

Managing our massive, growing human footprint on this planet more sustainably will require leadership, much of which is emerging from First Nations peoples who are on the frontlines of the day-to-day realities of cumulative environmental change. We need to look at the big picture rather than individual elements in isolation.
